eye rash?

Since about January(5 months ago), I've developed little red spots/bumps on my eyelids that have spread from the upper lid to the lower lid and then the next eye. I have tried putting neosporin on it, sometimes it looks like it is getting better, then it gets worse again. I know it's not styes I have had those before, it's nothing like it. I look like I am always tired because my lids will be swollen and red... What is this? What should I do? Please help I can't go to the doctor because my insurance is expired.
