eyebrow dry skin and hair loss

hi,
first of all thank you for viewing my question. The situation that im suffering from is that my eyebrow has got dry skin sticked to the surface and i have to scratch it out even though i do it by applying minimum force, it sometimes gets red but the most concerning thing is that i then lose eyebrow hairs too, lately i have noticed that i have been losing eyebrows and it is very stressful. i want you to tell me what the problem is and possibly how can i treat it. i would be glad if you would tell me that would the eyebrow hairs grow back as they were before? thank you very much.
