face rashesack

hi, its been 3 years plus i have rashes on my cheek and around my mouth.its look like pimple,sometimes like mosquito bite and its so itchy.after few days, there will a layer of dry skin on the affected area.I ve try all sorts of steroids,hydrocortisone,antibiotic and my skin care product is for sensitive skin.the feedback from all the doctors that is just a sunburn....I really doubt so.Please help?

Have you noticed a correlation between your condition and exposure to sun?
Have you noticed any of these rashes on any other part of the face such as the eyebrows?
Do you have acne and taken any medication for this?
