Hello,
From the symptoms it can be seborrheic dermatitis. It is a common skin condition that causes flaky, dry, white to yellowish scales to form on oily areas esp under the nose or anywhere on face. The other possibility is of tinea versicolor which is a common skin infection caused by the yeast Malassezia furfur. Treatment is different for two. So get it checked from a dermatologist.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.
