follicular eczema? help please

Hello Doctor.  Thank you again for providing a wonderful service. This question is in regards to a series of bumps I have found in the pubic area, base of the shaft, and scrotum (left, center, and bottom of scrotum).  I am currently in a very humid area of asia.  I recently had sex with a woman overseas with a condom. During sex I saw the condom wasnt reaching all the way to the base, leaving about3/4inch exposed, put it down immed.  2 days later I noticed bumps in the pubic area and base..nothing on the penis itself.  they were under the skin, red, and some tender but firm like a pimple.  a week later, these red bumps began to weep for about 3 days straight.  Most of them had hair in them, a few did not. Many of them began to scab, but they never turned into the blisters I've seen on the internet pics.  about 12 days in, I noticed 4 to 5 clear bumps, that popped easily and cleared away almost immediately with a minuscule scab, kind of watery...no open sores on those bumps.  I finally got to see the dermatologist in Asia (went  about 8 days after the first notice of these bumps).  He did various blood tests, syhpillis, hiv..but said could not do a herpes specific test there.  He also did a blood test in search of bacterial infection, and did not find any, although he saw some levels of allergies/eczema?  

After looking, he said it looked like I had follicular eczema and gave me dicloxacillin, and a topical corticosteroid/antiobitic cream.  It seemed to instantly cure the weeping, and the healing process seemed to move much quicker.  After sex, the next day i did use electric trimmers on the pubic area, and took a dip in a community dip pool at the spa.  I showed him something on my scrotum, that looked like a "bubble" underneath the skin with 3 or 4 pin sized water dots on it.  After applying the cream, it turned into a scab within a few hours.  Everything is almost clear. The bumps were spread out, but never became blisters, and didnt have that yellow crust thing ive read about.

Questions:
1.  Do you think the doctor was right about the eczema and folliculitis diagnoses? Can they cause the weeping of the red bumps in the skin? Can they cause the clear tiny water bumps that were mostly by themselves (1 on left side of pubic region, 2 clear at base/scrotum, 3 on center pubic region)? they were very tiny, and never ulcerated, but they did appear on the skin. Scared of herpes.
2.  If it were herpes, would the medication have helped healed that fast (within 1-5 days)?
3.  Are my chances high, being a first time exposure, with the condom (she had no symptoms, and she said she never had herpes-who knows if she is telling the truth), and would the bumps that started in the base, pubic region, scrotum be the 1st attacked since the condom didnt cover those areas?
I am so scared that i have contracted herpes, and fear sex even with a condom now.

I think he was right.  It sounds like that and responded appropriately.  No need to be scared.

No.

Again, it does not sound like herpes.

Hey I am. 23 and had these little clear like zits about 5-6 of them in a .5inx.5in on the top of the shaft of my penis, I popped them all right.When I saw them. Then 2 hours 2 of them came back, so popped them too. Now four days I noticed like. 5-6 little red spots skin level on the tip my circumsized penis. This morning with using a condom, I had sex with my girl friend that ive been with for seven years. About 30 after sex I looked at my penis and noticed it has thin layer of scabbing over the whole area where the little clear like zits where. Any ideas or suggestions on how to get rid of all of this. Or better yet what it is that Is going on with my body. IM sure STDs are almost impossible but I guess anything is possible.
