If your foreskin is painful and swollen, you should contact your doctor.  If you don't have a doctor you can contact right away, you should go to a walk-in clinic or emergency room.  I'm not sure whether this swelling is making it hard or impossible for you to urinate, but it shouldn't stay swollen and painful, so please look into this as soon as you can.
