Please let me know if anyone has let you know what is causing the rash. I have the same problem.

Not sure. Some people get an allertic reaction to the long ultraviolet rays of the sun (UVA). These are not blocked by regular sunscreens. The appearance of what people call "sun poisonong" is similar to what you describe, only it's usuallly all over (arms, chest), not just the forehead. Prevention is hard, but taking an antihistamine (Benadryl, chlortrimeton, or Rx types) one hour before going to the beach, and applying a sunscreen with UVA protection may help. Steroid creams help it go away.
This reaction has nothing to do with sun damage or skin cancer--it's just annoying.
Why not take a good-quality picture of the rash in its full glory and show it to the doctor for another opinion?
