genital warts??

dear doctor,

I am a sexually active man that is 24 years old. I have had a several sexual partners but have ALWAYS practiced safe sex. about one month and a half ago I noticed small bumps on my foreskin that were not previously there. I have worried myself that this may be genital warts. they tend to get bigger if irritated but tend to shrink if I do not cause vigorous irritation to the area (by masturbation for example). When I stretch the foreskin, the bump is still visible but the skin becomes flat. I spent a lot of time at the beach and in a saltwater pool - could this be the cause? sometimes when im wearing jeans they tend to itch a little - but this does not happen often and it could be psychosomatic.. anyway here are three pictures enclosed of the situation. Could you please help me out?

is there any cream I can use to make them go away? like betnovate (betamethasone) for example?

These do not look like warts.  They look like normal bumps that can appear in this part of the penis.  Leave them alone and show them to a doctor next time you go.
