glossy skin growth, maybe fungus

I have a skin problem on my penis and some part of my testicles, I think it's some kind of fungus.

It's difficult for me to describe it because I don't speak english very well, but I will try, meybe you can tell me what it is and how to treat it.

The skin on some part of my penis and testicles is glossy,
kind of like the surface inner lips have but it's not red,
it's just glossy like it's wet, not skin colored like normal skin.
And when I touch the surface it feels little bit sticky,
very little especially when I move my finger over the skin.
Also there are few very small raised dots in some places, like small pimples,
but they are not pimples, they are very tiny and there is nothing in it, nothing comes out of it and I don't think the dots get bigger.

It's not jock itch for sure because I don't have the symptoms.
This area does not itch, it's not red, and I think it spreads.

I also have some of these tiny dots and little bit of glossy skin surface
on the outside corner of my eye, near my eye. So I think it's contagious.

Is it fungus? how do I treat fungus?
will the skin return to normal tone after the fungus is treated and will the glossy surface disapear?

Although I obviously can't say for sure without actually seeing you, what you describe is almsot surely NOT fungus or contagious.  Fungus generally involves the inner thighs, not the penis or testicles.  You probably have mikd eczme or irritation (and the careful and frequent inspections you're apparently giving yourself don't help . . .)  So:

1.  Stop worrying.
2.  Make an appointment to have a doctor look at it.
3.  While you're waiting, apply hydrocortisone cream 1% (nonprescription) twice a day.
4.  Don't look at it.

I bet you'll be just fine.
