hair follicle infection

im 18 and i have small spots/rash on the shaft of my penis and i went to a dermatologist and she said that there wasnt much she could do, i think the dermatologist said it was something to do with follicles (it was a while ago i went). But they dont seem to be going at all and its effecting me alot as i have a girlfriend and i was curious if there was anything at all i could do to get rid or just make it a bit better?
