hard, cracked, bleeding finger tips

I have a problem with the skin on my fingers ...this problem started a year ago and has not completely been resolved... a spot on my finger tips become very hard and crusty, cracks and peels until it is very painful and bleeds... i have previously used "Fluocinonide " but this does not seem too be doing the trick, please advise what this cond may be or what could help

i have the same painful and frustrating problem.
mine started with diagnoses of diabetes, i have tried many ointments, which helps a little bit, but it flares up again. what the doctors and dermatologist fails to undersatand that this problem is caused internally,
