With your history of shaving, this is more likely a folliculitis or inflamed hair follicle. Genital herpes may present with blisters that may ulcerate and also associated with flu-like symptoms. Folliculitis, on the other hand, may resolve on its own but may also recur. Warm compress may help and try to avoid scratching to prevent secondary infection.
