heat sensitivity, slow skin renewal, patchy, dry burn like skin

Everything started after I got an Obagi blue peel about 6 years ago. Now, I am a 24 year old male that cant fully grow a beard, and has skin that gets patchy, and flaky due to sensitivity to heat even while indoors. My research states this may signify a problem with the epidermis & dermis papillae. Also my skin is extremely slow to regenerate and seems to be slower each year. I am not breaking out but am developing large black spots on face. Due to years of various dermatologist visits, I am sure acne is  not the problem. Logically, I would have been cured of that by now.  Is it possible that the basal or other layer of my skin has somehow been damaged, slowing the reproduction of new cells, slowing the push of old/dead cells to the horny layer, preventing dead cells from turning into keratin and forming a protective covering. Based on my limited readings, it seems to be a logical connection to sensitivity to heat, lack of facial hair growth, pigmentation problems, and lack of skin regeneration. How can I determine the actual cause of the problem.
