how can i get help?, i have itching in the outer skin of my the eye.

I have been suffering from eye infections for over 5 years.  First it was only seasonal, now it gotten to a point where I get constant white spot in my eye lid or small bumps of skin. I saw the doctor and he said that this is due to a lack of lubricant that all people have on the eye lid pores and since I do not have it. He suggested me that  I need to clean my eye with a special wet pad that is sold at the pharmacy...very expensive by the way and at night I need to clean both eye and put the lubricant. Now I am also getting constant itch on the outer skin of the eye and I am constantly scratching that area all the time and now it has gotten very irritated, my eyes feel burning and dry, I feel a dull pain when I close my eyes and frequent headaches. I am tired of going to the doctor and not getting the right answer, he just said allergies. Please need advice.
