how i change colour

since last 14 year i m shaving my under garment area .now my skin of peniss and near by is dark.so how i change skin and peniss skin colour as clean white.any suggestion so please givbe the answer

The private parts are usually hyper-pigmented in all cases. Further shaving may have altered the color a bit too.
It is difficult to say if there are any treatments to improve the natural color of the skin.
On the other hand you may try a few local whiteners which may be used to treat the skin. It is hard to say if they would have a significant impact.
You may consult a dermatologist in your case to see if other treatments like Contractubex or Microdermabrasion may be of help..
