Hydrocortisone 1% is not a very high potent steroid. But side effects of steroids like thinning of skin, increased fragility and skin atrophy; when they appear cannot be predicted. Usually such side effects appear after long term use of steroids and with highly potent steroids, but it varies from individual to individual.
