Hi,
Since you have never had sexual intercourse, the bumps will not be due to any STD's.
They could be due to a common condition called Folliculitis.
Folliculitis is the inflammation of one or more hair follicles. It starts when hair follicles are damaged by friction from clothing, blockage of the follicle or shaving.

In most cases of folliculitis, the damaged follicles are then infected with the bacteria Staphylococcus (staph).
They present as pimples or pustules located around a hair follicle, associated with itching.

You can treat them by applying topical antibiotics such as mupirocin or neomycin containing ointment and wash the region with anti-septic washes.
