if you can point me in the right spot. "ITCH"

I am 23 years of age, im going to college and for the last two semsesters ive been experiencing pinching sensations, it first sarted around my inner thighs but now it has spead to everywhere, everywhere! mainly it seems to be on the front of my neck, fingers, upper back, eye lid,eye brow, seldem in butt check and scrotum. seems as thou it is moving in scrotum kinda strange but its definetaly not constently moving its very occasional in that particular area. anyways ive noticed that i have very small bumps on skin everywhere they look natural i think but usually when i get the pinching  pains i can pinpoint its area and i can usually just grab VERY small objects that just look like white dry skin i dont need to pinch this area i can just rub and usually ill get what like like a white head.
With the crawing sensation i have to graze that area of my body for it to leave, i think the crawling sensations occur in my veins and i beleive its the same in my scrotum just thouching it can prolong it from coming back. this is constintly occuring, if its not one its the other they arent just aternating thou they will occur at same time as well.
please somebody point me into some more options, people around me now notice this. and its preventing me from being me

Hello,
These crawling sensations can be due to parasthesia skin. Parasthesias are common in alcoholics and metabolic disorders like diabetes, hypothyroidism, and hypoparathyroidism. They can also be due to peripheral vascular disease, vitamin B12 deficiency or malnutrition.

Get your blood sugar and thyroid hormones levels evaluated. You can take some vit B12 for some days and see if the tingling is gone or not.

In case the symptoms persist then please consult a neurologist as it can be due to some neurological disorder.
It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.
