You may have this assessed by a dermatologist. "The extrafollicular ingrown hair may be readily removed by plucking them by a tweezer .Severe or transfollicular hairs may require removal by a dermatologist."
Do you frequently shave the area? Shaving increases the risk for ingrown hairs and folliculitis which is bacterial infection involving the hair follicles. Waxing may also further irritate the area. You may opt to leave the affected skin alone for a while. Let the hair grow and allow the skin to heal. Use only a sharp razor to shave and as much as possible refrain from shaving often. In fact, I would suggest you to stop shaving . The discolorations may be due to skin irritation and the mild abrasion.
