irritated shaft, scrotum and inner thighs

Hi there, I would like to describe my condition and get your opinion on this...
My inner thighs, scrotum and the shaft of my penis has a burning sensation - but almost no itching - and only my scrotal area has had different degrees of redness. I have had no bumps or sores anywhere.
I have had this condition now for over three years (with varying degrees of irritation, but it has never really went away) and have tried tenactin and cortisone and a few other anti fungals I was prescribed.. nothing really worked. I also saw a derm who suggested lubricants, warm baths, changing fabric types of my pants etc... which also did not work. All have said no STD (and all suggest not worth my time and $$ for testing), but this is really annoying (and a little worrysome).
Can you shed some light.

I think you are normal. Redness is normal in the groin. Heat and moisture may accentuate it. Burning can be anything, such as worrying whether you have an STD. I suggest you follow the dermatologist' advice and pay as little attention to these symptoms as possible.

1) when you stretch the skin on the shaft, its a bit shiny...
2) the doctors I saw never really explained what it might be, thus why I am asking for another opinion.
