is it balanitis??

Three years ago in mexico noticed that I had some pinkinsh redish sposts on the head of my penis,  I went to go see a specialist for a male person.  Told him about my problem and i also told that earlier that day the some of the spots had a small white film on them that when i wiped them the film went away.  He checked me and he said i had a fungus.  He prescribed me bactroban cream for twice a day and for 10 days.  It cleared up for months and sudenley it came back and i would apply the cream again but i would only apply it till the spots went away which was about 3 days and it comes and goes. The other day i noticed that i had it again and that day i had an appointment with my family doctor for something else and i told him about this problem and he checked me and told me that it looked like a fungus.  He prescribed me bactroban angain and gave me some antibiotics for 10 days.  He said doing it to much for a length of time makes my body imune to it that the fungus will go and come.  Does this sound like a fungus. What should I do  can i try Hydrocotisone  Pleas email me back. Thank You Chris
