is it genital herpes?

I had sex with this girl about 3 months ago without a condom.  A few days later I had a few small red bumps on my penis shaft.  They did not itch or hurt and went away a couple days later.  This was followed by a pain inside my groin that lasted a few days.  I told the girl about what was happening and I thought it was herpes.  She went and got tested and come out negative. I figured it was just an allergy or something and basically forgot about it.  About a week ago similar red bumps appeared on my penis shaft and around the base and pubic area.  Again they did not hurt or itch, and turned into dry skin in a couple days.I freaked out and went and got looked at by an std doctor, she said it did not look like herpes.  The problem was she had no diagnosis for it, and though the bumps are gone for the most part, I have the pain in my groin again.  I am still convinced it could be herpes, but it doesn't seem like a specialist would dismiss it so easily if it is.  Any ideas what it could be if it is not herpes?

Hello,
Without examination,confirmation of a diagnosis is tough but it can be folliculitis,contact dermatitis,rash due to friction rub with clothes, dermatitis (atopic, contact, allergic),excessive sweating causing sweat dermatitis or balanitis(due to an underlying infection (bacterial and fungal as well as other organisms) .Even though it does not sound like herpes,but the only way to rule out herpes is to get it checked from lab by getting western blot or PCR tests done.So pls consult a dermatologist.
