Hello,
Such round and scaly discoloration can be due to pityriasis rosea, nummular dermatitis or vitiligo.Vitiligo is a pigmentation disorder in which melanocytes (the cells that make pigment) in the skin are destroyed.
Exactly what the rash is can be determined only after examination and biopsy if need arises. My advice would be to consult a dermatologist.
I hope it helps. Take care and please do keep me posted on how you are doing or if you have any additional doubts. Kind regards.

Hello,
What you seem to be having is cold urticaria and relax; it is non contagious and other people cannot catch it form you. Diagnosis can be made by an ice-cube test. Place an ice cube on your forearm for 4 minutes and observe the area for 10 minutes afterwards. If you have cold urticaria, the area will become itchy and then swell approximately 2 minutes after removing the ice cube.

Treatment is avoiding exposure to cold stimuli, including swimming or bathing in cold water. You can take antihistaminics like zyrtec or tegamet. You should enroll with Medic Alert and always carry Epi pen (injectable adrenaline) along with you. If the symptoms are worse please consult a dermatologist/ allergist at the earliest.
I hope it helps. Take care and please do keep me posted in case you have any additional doubts. Kind regards.
