is this herpes???

it all started when I dry shaved my pubic hairs completely, for months.  then the itching began, and I scratch so much that my scrotum starts to bleed,  The itching never got better for two years now,  The itch is now in one area on the left side of my scrotum.  They have formed little crater like bumps on my scrotum , and very dry skin around.  When I scratch it, it bleeds, but no pus or anything, Just dry skin and bleeding, When the bleeding starts to heel, it is so itchy that I scratch again and again, like a cycle that never heals.  I do notice that I sweat a lot also and the exposed areas sting when I do sweat in my crotch area.  Only had sex with one partner for 20 years.  Except a female recently teased me wearing a gstring, and rubbing it on my exposed penis,  No intercourse or penetration at all, and contact was for about five seconds.  The bumps look like some of the pictures of herpes that I saw on google images, but this itch has been going on for two year, and I believe herpes comes and goes, not continues for two years straight.  I usually scratch at night when sleeping, or when watching tv,  give me some tips on relief, please.
