the skin on my shaft is always dry and it itches my inner thigh always itches on my inner thigh a few bumps and they itch i have a few small cuts on my shaft i guess from scratching is their some over the countr medicine i can use this started from masterbating (masturbating)

Itching could be due to fungal infection of the skin . You could try anti-fungal powders/creams available OTC.
Fungal infections are quite common in the groin area.
If it is due to friction then you could try some soothing lotion like calamine or some oil-based cream.
Keep area clean and dry . If it is a bacterial skin infection then an anti-bacterial cream applied to the area will help.
Lesions of herpes are fluid-filled blisters that crust over. I f you suspect that please consult with a dermatologist for further help.
