itchy blisters

Three summers ago I developed a itchy blistery rash on my lower legs.  I had been golfing and unfortunately had to retrieve a ball in a unimproved area.  I suspected that I had gotten poison ivy and proceeded to treat it as that.  I had to use some expensive wash.  Anyway it eventually went away-1 month later.  This rash was blisters and very itchy.  Anyway, last summer they came back and now again this summer.  I know that I have had no contact with poison  ivy or anything else.  It is the same time of year-3 weeks later.  This year has been cooler.  I'm so frustrated with this.  Any ideas?  Thanks  Pam
