This sounds like the same problem I have. I was told it is contact dermatitis. The dermatologist said I was allergic to a soap or laundry detergent. I started using dove all natural soap and dreft baby laundry detergent on the underwear. Have you tried cortisone cream twice a day? That helped in about four days. Then I started using a moisturizer. I still don't feel normal down their but it's better. The online doctor said it was eczema, my dermatologist said it is related to it but not eczema.
My rash never itched and it would come and go with no reason.
Supposedly, don't know why, jock itch doesn't affect the scrotum, but I have had it their before. So I don't have a lot of confidence in  dermatologists.
They must have a dart board in the back room. They never do any tests, scrapings or actually look at anything.

I also have the same issue reported by By Fawadkhan on Aug 18, 2007. As mentioned in this site the issue started with evening exercise followed by the staying in the condition for quite long time. I consulted a dermatologist and he prescribed a tablet and a cream. But he warned not to use the cream for more than ten times. It vanished initially and once the course of the medicine is over, the same issue reappeared. As he pointed out the itching sometimes is so high that I use both my hands. This will result in burning indicated by narrow rupture on the skin surface. Next day it heels automatically but the itching continues.
I thank you very much for your help
