itchy goosebump looking bumps on penis

I had sex with a girl that was known to be around with a lot of guys. It was unprotected sex 10 months ago. In December, 3 months after the confrontation, I had a burning sensation when i urinated. Following that, my penis looked abnormal to me; not the usual i was seeing on a daily basis. It was a lot more wrinkly, veiny, and of course the bumps on the shaft. Two big lumps on the right side, not lesions, but more like a inflation. It looks like a penis with two camel humps (not nearly as big of course). Other than those humps, the goosebumps looking bumps itch and it seems like their spreading. They're spreading to my skin, which again I've never seen before, and they look like hair folliculitis. There's not many of them but a few. I need help, they itch, sometimes pinch (not hard to hurt), and its abnormal. Finally i was tested herpes, gonorrhea, chlamydia, warts, and they came back negative  They don't look like any other std but more like a bacterial infection. I've tried soaps and creams but its not working.  Can you please help me in what i should do or need to do.

Hello,
Without examination,confirmation of a diagnosis is tough but it can be folliculitis,contact dermatitis,rash due to friction rub with clothes, dermatitis (atopic, contact, allergic),excessive sweating causing sweat dermatitis or balanitis(due to an underlying infection (bacterial and fungal as well as other organisms) .Even genital warts cannot be ruled out as it is spread through direct skin-to-skin contact during oral, genital, or anal sex with an infected partner.

You may try calamine lotion on the rash.You should also maintain hygiene and try to keep the area clean and dry, wear loose-fitting cotton clothing. Also use an antibacterial soap or mild soap like dove.Avoid any kind of cosmetics.You can also use a barrier cream with zinc oxide paste or a mild steroid cream like dermacort on the rash. If the bumps are itchy,you  can take some antihistaminic like benadryl or Claritin.

If the lumps persist then it will be best to get it evaluated from a dermatologist.Genital warts have to be ruled out.
