The term 'Premature Ejaculation' is used for men who discharge their fluids (semen or sperms) before they want it to discharge in a sexual encounter. Masturbation CAN lead to premature ejaculation , but it should be understood that it's not the masturbation that is at the root of the problem, but the way one learns to masturbate.People who do it fast suffer from premature ejaculation,but those who are slow, spend good amount of time stimulating themselves on and off several times before ejaculating, have evolved to gain control over ejaculation even during sexual intercourse.
To cut a long story short, normally, masturbation is a healthy sexual behavior.But over-masturbation will lead to sexual under performance by way of premature ejaculation, as well as other sexual problems.
