need help identifying

Since about the age of 8 I have had small circles on my legs and arms. They are very small and do not grow or change color, but they have stayed for years. Sometimes they form small bumps that have a bit of clear fluid in them, but for the most part they stay flat just slightly discolored. It looks like I constantly have the chills although my skin is smooth. No doctor has identified it as a problem but they have offered no answers. Help?!

It is very difficult to confirm a diagnosis but since this rash has been present without change for quite some time, hence it makes sense to get a biopsy skin done to confirm the diagnosis. Even the fluid exuding from the circular rashes can be sent for culture examination.
