non-healing sores on legs

I have had lesions on my legs for 13 1/2 years.  I've been to 5 excellent hospitals, tried about 50 antibiotics, infusions, debridement, wound vac, uniboot, zinc wraps.  All different types of doctors.  No diabetes. Bleed profusely at times.  I've been diagnosed with idiopathic panniculities which is no help since it means " inflection of unknown origin.
