papper cut

i have a place on the body of my penis just under the head that seems to be like paper cuts.  i was told it may be yeast infection, but after two weeks of using monistat 7 the place remains unchanged. what is this?

It could be an exzematous reaction.The term eczema is broadly applied to a range of persistent skin conditions.
