penile concerns

About 28 days ago I had an encounter where there was some genital appositioning with no penetration.  This happened without a condom. Before this encounter I have had only one partner for about 2 years
I have started to pay closer attention to my penis in search of any alterations and about 3 days ago I noticed a group of 50+ small white bumps on my foreskin.  These bumps are only noticeable when I stretch the foreskin (I am uncircumcised) of the back of my penis.  The bumps are probably less then 0.5mm. If I leave the skin alone, it is very difficult to see anything.  I am tempted to rule out these bumps as a herpes lesion as they appeared to late, 25 days, and I understand that typically symptoms appear in 2-10 days.  I have had no fever or swollen lymph nodes in my groin, no itching, or any discomfort.
Also I have noticed that the rim of the gland presents something similar to penile papules, but again these are only noticeable when I stretch the skin of the rim of my gland.  Those have been there for about a 10 days and there is no noticeable change on their shape or size.  
I am also visiting my primary care Dr. next week and I will have these evaluated, but I just want some reassurance of what these lesions could be.
Does anything of these descriptions resemble warts or herpes?

No, they don't.  They sound like the small cysts many people have on their penis.  Your anxiety no doubt caused you to look more closely than you did before, as often happens in circumstances similar to yours.  When you see your doctor, point these out and then forget about them.

Fordyce spots?

Loads of people have them if they bother to look close enough. The more you look at your penis the more things you will find and generally worry about. Best not to look too close if you ask me!

I have seen those pictures and the little bumps i have are smaller than what I saw on the pics.  
I might have not explaind myself well, but the tiny bumps are underneed of the foresking, meaning that I have to pull the foreskin to see them.  Also, they have been the same size for the 3 days that i have seen them.

They would have blistered and ulcerated if herpes. I'm guessing that it is just normal skin variation - papules, cysts, fordyce spots. The link shows more extreme pictures of fordyce spots. Nothing better than going to see a real doc to find out though. Good luck.

I wanted to thank you for the reassurance.  I visited my Dr. today and he reviewed my pimples.  He used a magnifier to check the lessions and he said that those were not a std and that I should not be concerned about them.  He indicated they looked completelly normal.
