penis dicoloration

I had a one-night stand with a girl and she gave me oral sex using a condom.  I had been drinking, so it took a while for her to complete the act.  It had been several years since I used a condom previously.  The next morning I found 2 discolored spots on the underside of my penis, which I attributed to the friction of the previous night’s activities.  They are very small spots in the center and towards the top of my penis, at the focal point of the friction.  I thought nothing of it at first, but it is now 2 weeks later and the spots are still there. They are very light spots (barely noticeable), which are slightly lighter than the skin on the rest of my penis. The spots do not itch, they are not raised, they are not bumps, they are not warts, they are not red, there is no puss, etc..  **OTHER THAN THE FACT THAT THE SPOTS ARE SLIGHTLY DISCOLORED (SLIGHTLY WHITER THAN THE REST OF MY PENIS), I WOULD NOT EVEN KNOW THAT THEY ARE THERE.
I tried putting some neosporin on them and a couple of days later tried hydrocortisone, which appears to have not helped.  The spots are not getting worse nor getting any better.  Common sense tells me it is some type of rash or reaction to the condom or spermicide in the condom.  Based on the research I have done, this does not appear to be an STD, but more of a dermatological problem.
Please let me know whether you think this is some type of STD, and if so, what.  Is it possible to get an STD from oral sex while wearing a condom?  The condom did not break.

I agree that you have a dermatological problem, not an STD.  I think your best course of action is to leave the penis alone and forget about these changes until you see a doctor so you can show the spots and get an opinion.  A condom can cause irritation, but it would be hard to get an STD from oral sex through one.
