penis foreskin swelling, and hardness of scrotum

i am 15 years old. i am circumzized
just yesterday my penis started itching really bad. like severe itching.
i woke up to day and the skin below the head of my penis is swollen. it looks loike a baloon, skinny at the bottom and fat at the top.
my scrotum is also very thick now, and hard. it has minor pain but mostly itching.
