penis irritation

I've had skin changes on the shaft of my penis for about 2 months - I believe not really changing/worsening too much in that time.  It basically looks like small bumps and rubbery skin all over the base up to where I was circumcised - mabye 30 or 40 bumps.  Some look white under the skin. When I pull my hair back, the bumps "grow" and I think it's just the hair follicles raising.  No real order or clustering.  Color is a little red or just skin color.  Sometimes it seems rubbery or scaly - especially when erect.  When my penis has shrunken, the base skin stays fairly firm and doesn't shrivel like the rest does towards the head and i can see the bumps more.  I had gonnherea, syphillis (syphilis), cylmidia tests done several months ago - all negative, so i don't think that would be a reason.  warts doesn't seem right because it's affecting so much of the skin and not just one area.  no real outbreak of anything so i don't think its herpese either.  doesn't really itch, will sometimes if i think about it too much.  any ideas?  thank you.

I suggest you see a dermatologist for this. This may be a case of folliculitis (caused by skin bacteria) if it affects the hair follicles but fungal infections have to be ruled out.Use a bland soap for washing and keep up the area dry. Wear clean and dry underpants .
