penis problem

Hi, I had a surfing accident almost a year ago. I don't really know what happened, but my foreskin became extremelly swollen on both sides, resembling pictures I have seen of balantis. I'm already circumcised so I doubt It was that, just a lot of rubbing I guess. But I went to the doctor and was given a shot and the swelling went down, but after awhile I noticed that my foreskin had been stretched out pretty bad. This resulted in a very bad appearance of excessive skin that looks wrinkled and doughy. It is no longer the tight good looking skin that it once was. I was hoping that you could tell me what kind of precedures are available for me to remove some of the excess skin. And also what kind of doctor would I see to have the problem looked at...Urologist, Plastic Surgeon, Dermotologist?....Thank You

Your best bet would be a urologist.  I'm not sure what procedure might be of use, but I imagine that something could be done to tighten the skin.
