penis sebacious cyst/ingrown hair

hi,
a few years (i am 19) ago these white spots started appearing the shaft of my penis i worried about them but found on the internet that they are just sebacious cysts and not much can be done about them (theyre small), theres one thats larger though, i believe its an ingrown hair(because i can see the hole where the hair would come out of and a line of swelling and redness under the skin)  but ive tried evrything i can find to remove ingrown hairs(exfoliation, warm cloth) but nothing worked, i went to see my doctor a few months ago and he said it was a sebacious cyst and that it could be removed but it will most likely leave a scar that could possibly be as noticeable as the thing itself
ive had this for about a year and am really sick of it as it has become more red lately.
what should i do?
