permanent red spots on back of upper arms

I have always had a series of small red spots on the back of my upper arms.  no matter how much i mosturise exfoliate etc I cant seem to get rid of it.  Any suggestions???

I was suspicious that it could be Keratosis pilaris also.  I have that and I HIGHLY recommend "DERMAdoctor KP duty: dermatologists moisturizing therapy for dry skin." I use it and I love it! You can get it at Sephora make up stores if your area has it.

Have those darkspot on the back of myupper arm and alsoi have some part of my arm that small groupof dot and it is very itchy, What do you think it is??
