pimple-like nickel sized bumps

I have a bump that I think its a pimple but if i touch it, it feels like it has water inside. Ive had one before, and when i popped it there was no puss or water. Its like really dark blood, like burgundy. It bothers me the way a pimple does, but i still wonder what else it could be. Its not on my genital area, its on the area where your leg turns into your pubic area. Its only painful when i suddenly move since its in the underwear area. can anyone tell me if they've experienced this before? Please help...
