problem with red skin of penis head

3 years ago skin of my penis head is red color. but one it is getting darker at one side and area infected grow month by month.i also experiece of removing of skin of penis head.i also losing sensitivity of that skin when master bating.
actually if you can provide me which doctor i should consult.dermatologist or urologist? i also expect the your resoning for my matter.

so problem is , one side of the skin of pennis cap is turning to black. it started with small dot 3-4years ago and now it spreaded to larger area. also i experieces the removing that skin and loosing the sensitivity.
other symptoms:
upper skin layer of my pennis cap coming off oftenly.
loosen sensitivity of penis cap when masturbating.
give me a solution. whom should i consult? dermatologist or urologist.

he said ,there is no problem of discoloring of my penis cap skin( red skin turns to black) and it is a normal thing that removing of the pennis cap top skin regularly. he prescribe me a oily moisturiser.
but what upset my mind is he didn't check the symptoms thoroughly.should i consult another dermatologist to ensure the what he said or be content with what he said.
