rash around the penis head

what type of white rash is that which develops around the head of the penis but it is not itch and does not produce an odour or pass?

Moniliasis responds to canesten,and is the commonest cause for your description.

This kind of rash can be balanitis(an inflammation of the glans (glands) penis), balanitis obliterans xerotica and Zoo’s balanitis.It will only after examination can the diagnosis be confirmed.So pls consult a dermatologist for this.Treatment depends on the confirmation.
