rash on chest

For the lst 6 months I have had a rash that looks like ring worm, but a little bit like heat rash. It is right inbetween my breasts and on my shoulders.
It is not skrashy but when you rub it skin flakes off. I have tried cortizone and it takes away, but as soon as I stop it comes right back. I have tried new bras and airing it out not taking hot showers not using any fragint stuff. I went to my doc, and she just said keeping doing it. She said that it wasn't eczema, or ring worm or heat rash she doesn't know what it is. what else should I try doing?and what could it possibly be?

i have a strange rash after i tack a shower it forms then after about 2 hours it goes away it itches really bad i talked to my doc and he said that it was hives
