Possible causes for these may be a contact or allergic dermatitis, atopic dermatitis, irritant dermatitis or keratosis pilaris. Your skin may be reacting to dust, smoke and heat. A dermatitic skin condition is quite likely here as this is usually noted at certain times of the year only. Also, you have noted the rash to be present on a localized part of the body which are exposed areas of the body.
Wash the area with a mild cleanser. Apply a mild and hypoallergenic cream over the area to keep it from drying. Applying topical corticosteroid cream ( 1% hydrocortisone ) thinly over the area for 3 days and not more than one week may help. See if the skin condition improves.
