rash on outer lower left arm

the first hot day of the summer i get these really horrible itchy cluster like rashes on the outer portions of my arms, however this year i only got it on my left arm (which happens to be the arm in which I hang out of the car window as I'm driving) Its not going away and I've used cortison and alcohol.  alcohol seems to be the only thing to soothe it temporarily and stop the itching.  what can i use and what do you think it is.  note it only becomes red after ive scratched it...but the bumps appear to be clear and white with nothing in them except raised skin

Hi

Possible causes for these may be a contact or allergic dermatitis, atopic dermatitis, irritant dermatitis or keratosis pilaris. Your skin may be reacting to dust, smoke and heat. A dermatitic skin condition is quite likely here as this is usually noted at certain times of the year only. Also, you have noted the rash to be present on a localized part of the body which are exposed areas of the body.

Wash the area with a mild cleanser. Apply a mild and hypoallergenic cream over the area to keep it from drying. Applying topical corticosteroid cream ( 1% hydrocortisone ) thinly over the area for 3 days and not more than one week may help. See if the skin condition improves.
