rash on outside of my hand

i have this rash on my right hand and its been  there since dec. 07. i have gone to the doctor and i have use hydrocortisone( i probilly spelled that wrong) for it, and it went awy for a short time , then i stopped using the hydrocorisone. basicly if it goes away a rogh pach of skin in still there (leaving the impression it hasnt completely gone away, i assume). im no germaphobe but i do wash my hands regularlly and the most i can remember abotu coming in contact with anyone with a rash was my ex roomate who had a similar re occring rash on his leg, and  a suitemate who we shared a bathroom with who aquired the same kind of rash. that was last year and now i still have this rash like thing on my had, its no more than a inch wide and it near my knucles and its kinda shaped like a heart, it dosent itch or irritate, its just there. any advice?
