rash on scrotum/penis

Hi, I am a 20 year old male and for the last 4months I have had a rash on my scrotum/penis and it won't go away. It looks well defined against the rest of my scrotum and it appears a lot paler in color than the other unaffected skin.It is on both sides of my scrotum and covers a lot of the area. It seems to be getting worse and spreading more and more. I have no rash on my inner thighs, only on my scrotum and a bit of my penis. It is quite itchy aswell. Is this simply jock itch or is this some other type of problem? i have tried using Daktacort Gold and this did not seem to help. i have added a photo of the affected area. Please get back to me with a response.
