rash on upper inner thigh

I have a reddish raised skin rash on the upper inner parts of my thighs near my genitals...the rash is not on my genitals but it is close. I have tried several different anti-itch medicines ie. cotizone and jock itch spray but to no avail. I can not afford a doctor right now so I'm waiting. the rash doesn't seem to be getting worse but is does burn and itch occaisonally. Is there any chance this is an STD? What esle can I use to help get rid of this thing? It causes extreme discomfort and it is kinda negative for my self-confidence. Please help!!!
