rash or papulosis or allergic reaction

went to doctor and  she said is wasnt allergic reaction but she didnt really bother to check it out just said to go to derematologist.  my question is i have the red blotches on my the back neck that are very itchy and they started to look like hickes when i first got them but i did scratch them and they bleed beause i broke the skin but what ould it be  it is on the back of my neck and the top of my back and now starting to ome to the front of my neck.  when it gfirst appered it was very dry skin and the skin peels on it all the time so it tends to bleed. it is quite disgusting. if you please can get back to me as soon as possible  and help me  thank you  Sabrina

You really should see a dermatologist.  You most probably have some form of eczema which can be easily treated or at least controlled.  Meanwhile, apply over-the-counter 1% hydrocortisone twice a day and Sarna lotion (also OTC) as needed for itch, so you won't scratch any more.  Despite what it looks like, this rash doesn't leave permananent scars.
