rash very itchy and many bumps mostly on chest

I started geting a rash under my arms abount 4 weeks ago, it spread down to my waste. Other areas including my legs and fore arms are also very itchy. My chest and belly have little bumps that are very itchy. At night i cant sleep, ive taken oatmeal baths this helps only a little, benadryl does not work, other than the benadryl i am on no medicine. Heat makes the rash very red, cold weather makes my skin very itchy. What is this and is it time to go to the doctor.
