Almost two years ago I noted an approximately 2 mm flap of skin at the

Penis pain, and trunk of my body all join up). It was attached at the base and freely movable.
I thought that it was probably a skin tag, but for peace of mind (terrified of having a wart) I went to a dermatologist who looked at it with a magnifying lens and said "95% sure" it's a tag. Then he snipped it off.
So now about two years later it's back. Looks about the same to me and in retrospect I guess that I had noticed something forming there slowly for some time (6 months).
My questions to you are as follows:
1. Can skin tags recur or could it be a wart? I am inclined to just leave it alone this time and forget about it, but I don't want to play any part in spreading the HPV virus if it's actually a wart.
2. Is it possible that when the doc snipped the skin tag off that he left a
littleLittle noses decongestant
Little tummys residual skin tag tissue and that is what gave rise to the new tag that I have now?
